This was when Daz Ordaz resigned as the Secretariat’s President in November 1963. Daz Ordaz confirmed Echeverra as Secretary of Interior as soon as he assumed office as president. This position he held until November 1969.

He avoided taking a strenuous stance toward scholar protestors throughout 1968. Tlatelolco’s bloodbath occurred in October 1968, just a few days before the 1968 Summer Olympics in Mexico City. It was the result of clashes between protesters and the federal government. To combat the presence of guerrilla groups there, he also directed the transfer of 15% of Mexico’s navy to Guerrero.

Echeverria was a member of the Faculty of the National Autonomous University of Mexico in 1947. There he taught political theory and constitutional regulation. Echeverria worked his way up within the PRI’s organization construction until he was appointed Rodolfo Sanchez Taboada’s private secretary.
